The legal dispute has no impact on the company's day-to-day operations

The events surrounding the 2024 cyber incident in the Unified Municipal System (VPS) do not in any way affect ZZ Dats’ day-to-day operations, and the company continues to fully fulfill its obligations to clients and partners, according to ZZ Dats Director Edžus Žeiris. “Referring to the information released today by the State Police, we emphasize that no security measures have been imposed on the company. Consequently, our operations are not restricted, and the company is providing all services in full and without interruption.”

“I would like to remind you that it was ZZ Dats itself that reported the cyber incident to law enforcement authorities, as we strive to adhere to the principles of fair and transparent business practices in our operations. No one denies that a cyber incident occurred, but we categorically disagree that the company or its employees should be held criminally liable for what happened. We are prepared to continue defending this position in the legal dispute,” says the director of ZZ Dats.

In the nearly two years since this incident occurred, ZZ Dats has invested significant effort in strengthening the company’s cybersecurity. PwC Latvia conducted an audit of ZZ Dats’ processes for compliance with the National Cybersecurity Law, and an external audit of compliance with procedures and other regulatory acts has also been completed. During this time, security tests of the VPS component infrastructure have been conducted, and the implementation of FortiGate network security devices and other security enhancements is underway.

Work has also begun on migrating the VPS to a high-security data center.

E. Žeiris: “The level of cyber threats in Latvia in 2025 was the highest ever recorded, and since Russia’s full-scale invasion of Ukraine in 2022, it has increased several-fold. The Constitution Protection Bureau (SAB) also concluded this in its report, so none of us are fully protected from various threats. We are constantly improving cybersecurity to reduce risks for the future.”
