The information system developed by SIA “ZZ Dats” has been making life easier for the residents of Šiauliai for five years now – further improvements are expected soon

It has been five years since the project “Automated Resident and Service Registry Information System” (VSIS), implemented as part of a European cross-border program, has been successfully operating in the Šiauliai municipality in Lithuania—the municipal portal and mobile app are working seamlessly together. The project involves collaboration between the municipalities of Jelgava and Šiauliai, and SIA “ZZ Dats” will implement several new features beneficial to residents within the system’s integrated solution this year.

“We are pleased that the system developed for Latvian municipalities is being successfully used by our neighbors in Lithuania—this represents a practical transformation of cross-border digital development. We also sense, and anticipate in the future, interest from other foreign municipalities in implementing such projects, as the system has proven itself successfully in neighboring Lithuania over the past five years. It is planned that residents of Šiauliai—VSIS users—will soon be able to scan a QR code using a mobile app to receive one of the discounts granted by the municipality. This will capture the information, which will then be forwarded to VSIS. There, this information will be stored to provide statistics on the discounts granted to Šiauliai residents and their number. It will also be possible to download a report with statistics in table format from VSIS. It should be noted that five years ago, the Šiauliai City Municipality had no electronic administrative tool available for resident registration, nor was there a centralized compilation of specific resident-related information from other state registers, and consequently, residents were not centrally granted the discounts provided by the municipality,” comments Edžus Žeiris, Director of SIA “ZZ Dats.”

For example, the system accumulates and regularly updates information; as needed, the system automatically retrieves data from Lithuanian state information systems; data can also be imported manually from external data sources; data is obtained on individuals who have been granted a certain social status entitling them to various discounts. The system automatically generates a registry of recipients of discounts provided by the municipality, and the discounts to be granted are calculated automatically for each recipient. “The volume of data obtained enables the Šiauliai municipality to prepare various reports, compile statistics, and perform data analysis accordingly, presenting the data over time to make data-driven decisions. Thus, IT technologies help improve the municipality’s work, enabling it to provide even more targeted support to its residents. “In turn, residents appreciate the system’s user-friendly features, which allow them to conveniently receive the discounts they are entitled to in real time,” adds Edžus Žeiris.

SIA “ZZ Dats” implemented the project “Automated Resident and Service Registry Information System” in collaboration with SIA “Mobilly,” with each of the two Latvian companies contributing their best knowledge and work. The VSIS system was developed by SIA “ZZ Dats,” while the resident portal was developed by SIA “ZZ Dats”’s subcontractor, SIA “Mobilly.” Separately, SIA “Mobilly” developed the Šiauliai mobile app, which is an integral part of VSIS and fits into the overall architecture.

As previously reported, SIA “ZZ Dats” has also created a new brand, WNTR TECH, for its operations in the international information and communication technology (ICT) market. This will provide one of Latvia’s leading companies in the field of ICT solutions and electronic services research and development with broader opportunities to offer its solutions and expertise in other countries.
