In today’s digital age, transparency and efficiency are fundamental principles of public administration. Local governments must provide residents and other stakeholders with accessible, accurate, and timely information on various aspects of their operations, including the compensation of public officials. Legislative requirements mandate the publication of this data, but maintaining and regularly updating it is often a complex and time-consuming process.
To address this issue and simultaneously streamline the work of local governments, the company SIA “ZZ Dats” has developed an innovative solution that ensures the automated publication of calculated official remuneration on local government websites. This solution ensures full compliance with regulatory requirements while significantly reducing the amount of manual work and the likelihood of human error.
Automated Process – Efficiency and Accuracy
The new solution was developed in close collaboration with the Riga City Council and several other Latvian municipalities that use the GVEDIS resource management system developed by SIA “ZZ Dats.” It integrates with the local government payroll application and the KADRI personnel accounting application, ensuring that data is automatically compiled and displayed on local government websites.
Traditionally, the publication of officials’ salaries requires manual data selection, processing, and publication, which can be not only time-consuming but also prone to errors. With the solution developed by SIA “ZZ Dats,” this process is fully automated. The system updates the information automatically by retrieving it from HR and payroll applications, ensuring that the data is accurate and complies with current regulatory requirements. This means that local government employees do not need to manually collect, publish, or verify information, which saves a significant amount of time.
Quick implementation and a cost-effective solution
In March, this solution was successfully implemented by the municipalities of Aizkraukle, Augšdaugava, Ādaži, Bauska, Cēsis, Jēkabpils, Ludza, Preiļi, Ropaži, Talsi, and Tukums, as well as the municipality of Daugavpils. Several other municipalities are currently in the process of implementation. One of the biggest advantages of this solution is the speed and accessibility of its implementation.
Implementing the solution does not require significant financial investment or major changes to existing IT systems. The solution can be tailored to each municipality’s individual needs and integrated with existing data management tools. This means that municipalities do not have to invest additional funds in purchasing new systems or training staff, but can immediately begin using the automated solution, which significantly reduces administrative costs in the long term.
Inese Kamzole, Head of the Administrative Department of the Ludza Municipality, notes: “To comply with the requirements set forth by law, we have implemented the KADRI functionality of the ‘ZZ Dats’ application, which allows us to automatically publish the remuneration of public officials on the Ludza Municipality website. The new solution makes the publication of officials’ salaries much simpler and more efficient—no manual data processing is required, which saves both our employees’ time and the municipality’s resources.”
For municipalities, this solution means not only an easier and more efficient process for publishing salaries, but also greater public trust. Publicly available, accurate, and automatically updated data promotes transparency and makes it easier for residents to follow the work of local governments.
Transparency and Public Trust
Public trust in public institutions is closely linked to the availability and reliability of information. An automated solution not only facilitates the work of local governments but also promotes transparency by ensuring that citizens can access up-to-date information on officials’ salaries at any time.
This is an important step forward in the digitization of local governments and more effective governance. The automated processing and publication of public data minimizes the influence of human error, ensuring that information is always accurate and up-to-date.
Future Prospects and the Importance of Digitalization
The implementation of such digital solutions is just one of the steps that help make public administration more efficient and modern. By integrating various data systems and automating information processing, local governments can focus on other important tasks that directly improve residents’ quality of life.
SIA “ZZ Dats”’s solution is an excellent example of how modern technologies can help the public sector optimize its work, save resources, and ensure greater transparency. By continuing to develop and improve such solutions, it is possible to achieve even more efficient local government management and better access to services for residents.
One potential area for development in automated data publication on municipal websites is employee contact information, which is currently published manually. This means that data may not be updated in a timely manner, more time is spent comparing and updating data, and municipal resources are managed inefficiently.
Modern public administration is not only about compliance with regulations, but also about efficiency, integration, and digitization. The solution from SIA “ZZ Dats” is an excellent example of how technology can drive growth and help local governments become more modern, efficient, and transparent.
“Streamlining and digitizing local government processes is one of our priorities. By collaborating with local governments, we evaluate opportunities to promote process automation using our applications. This is one example where, by following changes in regulations and thinking about streamlining municipal processes, we have responded in a timely manner by offering municipalities a fully automated functionality for publishing officials’ salaries. The applications we have developed and their mutual integration undoubtedly represent significant added value, the utilization of which holds great potential for streamlining and digitizing municipal processes. “We are proud of our local governments, which use applications and tools in their work that facilitate daily tasks and promote the digital maturity of local governments,” notes Diāna Zavadska, Business Manager at SIA “ZZ Dats.”
