SOPA is a digital platform for the administration of social assistance and services, covering client management, decision-making, and payment management. In addition, the SOPA Portal provides government agencies with centralized access to this data across multiple municipalities.

The solution helps automate daily processes, reduce the administrative burden, and ensure accurate, data-driven decision-making. SOPA is an essential part of the unified municipal information system used by most municipalities in Latvia.

The Problem

Municipal social services deal with large volumes of data and complex decision-making processes. Although information about clients’ income, assets, and status is often available in various government systems, in practice:

  • the data is not fully utilized or verified
  • information is requested manually, increasing the administrative burden
  • there is a lack of automated controls to help prevent errors
  • decision-making can be inconsistent and time-consuming
