Conclusion of the research project “Development of a Latvian Speech Recognition and Dictation System Solution to Ensure Quality and Accessibility in the Field of Social Services”

The IT Competence Center is implementing the project “Information and Communication Technology Competence Center,” ID No. 5.1.1.2.i.0/1/22/A/CFLA/008.

The objective of the project “Information and Communication Technology Competence Center” is to increase the competitiveness of businesses in the information and communication technology (ICT) sector by collaborating with scientific institutions to conduct at least 12 sector-specific and cross-sectoral studies by June 30, 2025. by June 30, 2025, by conducting at least 12 sectoral and interdisciplinary research projects in the fields of Business Process Analysis Technologies and Natural Language Technologies, with the aim of enabling at least 10 businesses to develop and implement new products and technologies in production.

The research project No. 2.3 by SIA “ZZ Dats” and SIA “RGP,” titled “Development of a Latvian Speech Recognition and Dictation System Solution in the Social Services Sector to Ensure Quality and Accessibility,” was launched in April 2024. In the second quarter of 2025, the final activity of the experimental development and research project, “Platform Implementation and Validation in a Real-World Environment,” was completed. As part of the research project, a text dictation and editing system for use in the social services sector was developed in the form of an open, horizontally scalable, cloud-based platform, which integrates an automatic speech recognition and transcription system with an artificial intelligence model adapted to the Latvian language and the social services sector. The model is designed to be compatible with and replaceable by similar models for other languages. The platform is capable of significantly reducing the time and resources required to create and verify case descriptions for social service clients, thereby improving the quality and accessibility of the service provided to the relevant target groups.

Research project implementation period: April 1, 2024 – March 31, 2025.

Total cost of the research project – 230,985.76 EUR

Co-financing from the Recovery Fund – 153,238.53 EUR

The project is co-financed by the Recovery Fund under the Operational Program “Latvia’s Recovery and Resilience Facility Plan,” Reform and Investment Priority 5.1.1. “Increasing Productivity through Increased R&D Investment” 5.1.1.r. Reform “Innovation Management and Incentives for Private R&D Investment” 5.1.1.2.i. Investment “Support Instrument for the Development of Innovation Clusters” Implementation Rules within the Framework of Competence Centers.”
