On September 8, 2025, the Central Finance and Contracting Agency approved the seven sectoral and cross-sectoral research projects submitted under the IT Competence Center project “Information and Communication Technology Competence Center for Research” (Contract No. 5.1.1.2.i.0/2/24/A/CFLA/007), , of which 5 research projects are being implemented in the scientific field “Business Process Analysis Technologies,” while 2 research projects are in the scientific field “Natural Language Technologies.”
SIA “ZZ Dats,” in collaboration with its use-case partner SIA “Latvian National Metrology Center,” launched research project No. 1.6 on August 1, 2025: “Development of a new open, cloud-independent, and AI-driven web document editor solution for more efficient and secure document processing (DokEdit)” within the framework of IT Competence Center Project No. 5.1.1.2.i.0/2/24/A/CFLA/007.
The project’s objective is to develop a new, open-technology-based, and AI-driven web document editor solution (DokEdit) capable of ensuring secure and efficient creation of structured documents, dynamic editing, and annotation within a browser environment. The solution’s prototype will be cloud-independent, horizontally scalable, and operable in local or closed infrastructures, in accordance with digital sovereignty and data protection requirements.
The solution will integrate artificial intelligence models for applying personalized templates to significantly accelerate the standard document preparation process, as well as graph analysis models that will ensure the tracking of interrelationships between document components, version management, and control of the semantic quality of documents across various administrative and e-service systems.
The solution will significantly reduce manual work in document development, editing, and quality assurance, improve document structure and transparency, and promote their effective use in the digital processes of state and local government institutions.
Main planned activities of the project:
- Defining solution requirements and developing the architecture;
- Development of models to be used in the solution;
- Implementation of the solution;
- Validation of the solution in a real-world operational environment.

The project is co-financed by the Recovery Fund under the Operational Program “Latvia’s Recovery and Resilience Facility Plan,” 5.1.r. Reform and Investment Priority “Increasing Productivity through Increased R&D Investment,” 5.1.1.r. "Innovation Management and Incentives for Private R&D Investment," 5.1.1.2.i. "Support Instrument for Research and Internationalization," second round implementation rules.
Total eligible project costs: 460,717.43 EUR, planned support 306,130.61 EUR. Project duration: 21 months from August 1, 2025, to April 30, 2027.
