Dativa releases the source code for the Unified Municipal System

As of January 1, 2026, the source code for the Unified Municipal System (VPS) we developed is licensed under the EUPL (European Union Public License), an open-source license. This means that the system’s source code has become available to local governments, and any interested individual or organization can now engage in its maintenance, adaptation, and development, notes Edžus Žeiris, director of the company Dativa.

“In recent years, several nationwide IT systems in Latvia have already been developed using open-source principles. This step marks a significant turning point in the digitization of local governments—the management of state and local government data is becoming more transparent, sustainable, and secure. We believe that open-source solutions are the future, as they strengthen public trust and foster innovation in the public sector,” emphasizes the company’s director, Edžus Žeiris.

The implementation of the open-source model enables local governments, businesses, and academic institutions to jointly develop digital tools, promoting their more effective use and thorough security testing. At the same time, it fosters the creation of a stronger digital community where public sector innovations are developed in collaboration with the public.
